Pull Request Overview
This PR adds a risk assessment section to the pull request template and simplifies the merge checklist by removing checkboxes and updating the wording.
- Adds a new "Risk assessment" section with low/high risk categories for internal use
- Removes checkbox formatting from the merge checklist items
- Updates checklist wording to be more concise and actionable

Also remove the checkboxes from the checklist since we weren't using them.
