After numpy/numpy#29535 lands, this repo needs to be updated to:

1. no longer try to use LICENSES_bundled.txt
2. patch the SPDX expression for wheels that vendor extra libraries to reflect that vendoring

Actually PEP 639 doesn't require doing (2), but it's just the right thing to do to have a correct license expression that matches the content of the included license files.
