Implemented in #31015, following #30695 (comment).

Pros:

Minimise the number of tools.
Faster.

Cons:

Changes to the sources. See MNT black → ruff format #31015 for the extent of these changes, the effect can be reduced by updating .git-blame-ignore-revs.

Move from `black .` to `ruff format`?
