This commit introduces the `UnitsNameMeterV1` data provider, including its implementation and associated data files. It adds the necessary modules and macros to support the display names for the meter unit in various locales. Additionally, updates to the registry and data provider interfaces ensure that the new unit is integrated into the existing framework.

New files include:
- `specific_display_name.rs` for the unit's display name logic.
- `units_name_meter_v1.rs.data` for the hardcoded data.
- Updates to existing modules to include the new unit.

This enhancement expands the capabilities of the experimental dimension provider, allowing for more comprehensive unit handling in the ICU4X library.
