also i have same problem on this portable python app too https://sourceforge.net/projects/portable-python/ same error

hummm, if you are on windows 11, you may rename your downloaded WinPython installer end from ".exe" to ".7z", and unpack it via Windows 11 right-click

other remote possibility is you try to install it on a very long path (more than 256 characters) ?

its not an installer
i fixed by putting to root of my harddisk
