A securities filing by Crescent Star Insurance said its foods subsidiary has signed a memorandum of understanding with Texas-based Heff's Burger franchising for the proposed agreement for the Pakistan territory to open five stores in three years and an option for another five stores in the subsequent three years.

It states: "We believe the Government is short sighted in not recognising the added value HEFF brings to the food and drink industry and the contribution made to the economy through its activities.

Having taken professional advice, it is clear that, to date, HEFF has acted in line with its fiduciary duties and in the best interests of the business; but to ensure that the company does not enter into wrongful trading the only course of action open to us is to go into voluntary liquidation.

Speaking as the finalists were announced at the Food & Drink Expo at the NEC, Karen Davies, chief executive of HEFF, said: "Announcing the finalists in our seventh Diamond Awards seems fitting at such a prestigious event as it highlights how strong the food sector is in the heart of England."
