These studies used various samples of Army entrants over the period FY 1974-1983--a period that spanned the end of the Vietnam-era GI Bill, the VEAP period (1977-1981), and a period of experimentation with the Army College Fund (ACF; 1982-1983)--to estimate the retention effects of educational benefits.

The VEAP is available for personnel who first entered active duty between January 1, 1977, and June 30, 1985, and who elected to make contributions from their military pay to participate in this education benefit program.

Veterans who entered the military after December 31, 1976, and before July 1, 1985, were eligible to participate in the VEAP any time during active duty.

Montgomery GI Bill (MGIB) benefits; an expanded opportunity for those who had previously been enrolled in the Veterans Education Assistance Program (VEAP) to enroll in the MGIB; TRICARE for life for our retirees; SGLI for family members; a thrift savings program; career sea pay reform; E-4 over-four BAH authorization; and a targeted pay raise this year that was between 1.2 percent and 5.2 percent higher than the one in 1999, depending on the pay grade.

When first introduced, this was hailed as a panacea to redress the inequities of the VEAP by affording ineligible folks one last chance, albeit 15 years later, to avail themselves of the GI Bill.

It gives active duty service members another chance to convert their Post-Vietnam Educational Assistance Program (VEAP) benefits to the MGIB if they previously declined to do so or withdrew all funds from their VEAP accounts.
