With 2024 rules, a Thief Rogue can “take the Magic action to use a magic item that requires that action” as a bonus action. That includes wands and scrolls and staffs. (I mean the DMG is not out yet, but it’s basically a given. “Magic action” is the new terminology for the action used to cast a spell, analogous to the Attack action.)

Now, it’s not allowed to cast two spells in the same turn if they both have spell slots. You can still cast a cantrip and a spell (of any level), if one of them is an action and the other one is a bonus action, or action economy otherwise lets you do it. Because cantrips don’t expend spell slots.

And what else doesn’t extend spell slots? Wands and scrolls and staffs. So long story short, Thieves can spam spells now. They can cast twice per turn, regardless of spell level, just as long as at least one of them is from a wand or scroll etc. The other can be from a magic item again, or from their own spell list if they’ve multiclassed to a spellcaster.

So save up, and prepare to pack wands like rangers pack arrows!
