To be or seem particularly silly, eccentric, crazy, or mentally unstable. (Also worded as "have got a loose screw.") That guy on the corner has definitely got a screw loose because he's been standing out there yelling obscenities at passersby all morning. My old uncle Pete has got a few screws loose, but he's a really nice guy. What's the matter with you? Have you got a screw loose, or what?

1. Someone who gawks, gapes, or stares in a naïve, unsophisticated, or foolish manner. Can you shoo away these looky-loos so the paramedics can tend to the woman who fell in the park? Whenever the fire department comes to shut off a false alarm, you can always count on a few looky-loos hanging around the fire trucks.
2. Someone who does not intend to buy a particular item or thing but visits or views it nonetheless. You can always count on some looky-loos when you have an open house at a unique property like this. I still haven't been able to sell my motorcycle. The only people who've come to see it have been looky-loos. A: "Do you think we'll actually get an offer from those people?" B: "Nah, they're definitely looky-loos."
