Death's Ride BBEG's motivations

I've started a low level campaign in the Barony of Twolakes Vale which I hope can link into CM2, Death's Ride for the finale, but after re-reading the module I found myself wondering about the BBEGs motivations. Why did Ulslime make a "pact" with a "being from the Sphere of Death?" Why is Wazor helping him? Korbundar’s motivation seems to be simple greed as there's places in the text where treasures are moved to his lair. He is a dragon after all.Has anyone else thought about this?
My idea is that Wazor is indeed an emissary of the Council. However, he is also an agent of a faction within the Council that opposes the idea of expending resources to entertain Ericall's playing king. They see Eriadna as nepotistic and weak for letting Ericall and Lernal rule in Norwold, and want to prove that mundane rulers would be unable to contain a significant magical threat.
Khorbundar is an exile from Wyrmsteeth. He is a Blue dragon, but more evil than most of his kind. He committed some kind of crime against one or more of his fellows, leading to exile. He is now trying to build a power base, and the alliance with Ulslime and Wazor gives him the tools.
Ulslime is simply doing the bidding of his Immortal patron, although I don't think there is an hint as to his origins and the order he is part of.
He could be easily a follower of Thanatos, Alphaks, or even Orcus.
