feat: Run proper dotfiles script based on OS
* Add PowerShell script detection for Windows (.ps1 files) * Add separate script sets for Windows and Unix-like systems * Execute PowerShell scripts with appropriate flags on Windows * Skip execute permission check for PowerShell scripts on Windows Fixes #16702
