I still don’t know a lot of things myself honestly ! I just do silly things with my old 2.79
1. I create a plain ol’ plane
2. I set up the material to allow for the transparency - this can differ depending on what renderer is used
3. I grab my transparent png and uv map it to where i want
And that’s it! Hope it helps a little! I don’t work in actual modern versions of blender a lot, so the flow may be slightly different.
