Preheat oven to 350°F (175°C). Line a tart pan with removable bottom. In a bowl, whisk flour, powdered sugar, and salt. Cut in butter with a pastry cutter or fork until crumbly. Press dough into the bottom and up the sides of the pan. Bake crust for 15-20 minutes, or until golden brown. While crust bakes, whisk eggs, sugar, lemon juice, and zest in a bowl until smooth. Pour filling into the pre-baked crust. Bake for 25-30 min. Let cool completely, then dust with powdered sugar before serving.
