Driscoll Children’s Hospital (DCH) is a tertiary care center providing specialty pediatric servic... more Driscoll Children’s Hospital (DCH) is a tertiary care center providing specialty pediatric services to children ages 0-21 across a wide geographical area in southwest Texas. As a specialty center, DCH treats more seriously ill children with advanced needs, including radiology, oncology, cardiology, and other digital imaging intensive specialties. Many of DCH patients are from low income families in rural areas with low technology bases. It is often difficult for patients to travel to the main facility in Corpus Christi, so staff members commute to branch facilities in Harlingen and McAllen, perform a large number of home visits, and are increasingly utilizing telemedicine to support the widely distributed client base.
DCH is interested in upgrading their current network to support the rapidly growing demand for their services, the increasing demand on information services to improve patient care, to meet regulatory compliance requirements. This report presents a proposed coherent, layered solution to meet DCH requirements for an upgraded, integrated network based on the Cisco Medical Grade Network architecture. Solution recommendations include a Cisco sole provider solution utilizing Cisco IOS, VSS core and distribution switches, light wireless access points and wireless LAN controllers, integrated services routers, IP telephony with Cisco Unified Communications Manager, IPv6 addressing, MPLS VPN communications with remote branches, VPDN support for remote access and teleworkers, and integrated security components.

Experts such as Diffie [1] speculate that the end of isolated computing is at hand, and that within the next decade most businesses will have made the shift to utility computing. In order to cut costs while still implementing increasingly complex Information Technology services, many companies turned to Application Service Providers (ASPs). Due to poor business models, over competition, and poor internet availability and bandwidth, many ASPs failed with the dot com crash.
Other ASPs, however, who embraced web services architecture and true internet delivery were well placed as early cloud adopters. With the expanded penetration and bandwidth of internet services today, better business plans, and a wide divergence of offering, cloud computing is avoiding the ASP downfall, and is positioned to emerge as an enduring paradigm in computing.

During the same time period, increased use of information technology within the enterprise created a corresponding need for heightened information security. Technology use has continued to become increasingly ingrained within society as a whole to the point that the US Supreme Court has recognized the use of some forms of technology as part of an individual’s right of self expression. Trends in case law have increasingly defined specific, limited scopes of privacy in which employee use of information technology is protected from employer scrutiny. This paper discusses the shift toward balance between employer security needs and employee privacy rights and the impact to information security policy development and implementation.

Casual awareness of threats promoted by funding deficiencies in current information security awareness programs, outdated curriculum development and delivery methods, and almost exclusive focus on technical controls is not sufficient. This paper presents a model and business case for a pilot to implement a more thorough, just in time information security literacy education and training program focused on delivering smaller, more customized training modules through use of agile curriculum development, blended learning methodology, varied delivery platforms, and Learning Content Management System software.
