This 1974 paper challenged Nelson Polsby's 1968 APSR article, "The Institutionalization of the U.... more This 1974 paper challenged Nelson Polsby's 1968 APSR article, "The Institutionalization of the U.S. House of Represenatives." Professor Polsby's machinations interfered with wide distribution of the paper at the time. I resuscitate it here to encourage a reconsideration of the prevalent fixation on mass bureaucracy as the only viable political form to carry "first-world nations" beyond their seeming morass.

Polsby argues that increased hierarchy is not a necessary concomitant of the institutionalization... more Polsby argues that increased hierarchy is not a necessary concomitant of the institutionalization process, based on his description of increased institutionalization in the House of Representatives (HR) that did not force HR into "uniformly centralized patterns of authority." I show that Polsby's data actually demonstrate the opposite of his thesis: The transformation of the U.S. government into a bureaucratized, administrative state effectively centralized the coordination of HR legislative processes in the hierarchy of the administrative state. The appearance of HR institutionalization is really its fossilization.

I assess these essays through the lens of the “the crisis of science” in the late 1960s, which arguably has cascaded toward current crisis of knowledge in Western society.
