over-categorization
editPlease take a look at this. Before your edit, the "2013 on the Alishan Forest Railway" category already exists for this image because its parent category is "Category:2013 in rail transport in Taiwan" but it just so happens that the category you added is "Category:2013 in rail transport in Taiwan". If we could first take a moment to look the images are in categories that link into that category and then check if its parent category is the same as the category you intend to add on the images, we can know which categories we should put our efforts into in order to avoid the over-categorization.
Please forgive me for my rude words which insulted you. I focus most of my time on the categorization work, so I barely have time to talk with users. To be honest, I felt that my weaknesses lay in my ability to change everyone's minds and get them to stop doing the over-categorization. Unfortunately, there is a previously uninvolved admin for this and he thinks we generally cannot make a user do something they do not wish to do. From my experience, I often discovered the over-categorization when categorizing files. On top of this, it is almost a daily occurrence that I would take my time to pick up the mess. It has become so normal that I rarely report editors and handle most situations myself. However, the really worrying thing for me is that someone who intentionally ignored the "COM:OVERCAT" policy. Because this user said to me, you can resolve it yourself. Even though I warned the user, the over-categorization currently ongoing on files and categories.
