The logo (and in fact ALL NHS/NHS England, NHS Scotland and GIG/NHS Cymru/Wales logos) is NOT in fact free of copyright in its Country of origin (United Kingdom of Great Britain and Northern Ireland) [1], because the concept, principle or doctrine of the threshold of originality does NOT in fact exist in, and is NOT recognised by or accepted under British copyright laws; and here in the United Kingdom, private organisations (perhaps because of the wrong information given here on Wikimedia Commons) have had major legal troubles for using this logo for their own private public political purposes without prior written authorization from the Department of Health, on behalf of the NHS (NHS England). [2][3] The original User (User:Common Good) who just under 7 years ago, closed the first deletion request [4], now more than 7 years ago, with the greatest of respect, might have been an American, and might perhaps have been unaware of applicable British copyright laws then (and remain presently) in force. 87.102.116.36 20:11, 21 July 2017 (UTC)[reply]

(1) You write about "private organisations ... using [the logo]... for their own private ... purposes". Are you sure you are not confusing copyright status and trademark? (2) The concept of threshold of originality does in fact exist in the UK. For the NHS logo, additonally, it is by no means clear whether the logo creator added sufficient creative elements to prevail over the copyright holder of the Frutiger typeface (which is what the logo is: white Frutiger bold italic letters on a blue background).
