Willyams was probably born in [[Plaistow House]] in Essex. His father was a commander in the Royal Navy and his maternal grandfather was Captain [[Samuel Goodere]] who had been hanged for [[fratricide]].<ref> "Goodere, Samuel (DNB00)". Dictionary of National Biography. London: Smith, Elder & Co. 1885–1900.</ref> Willyams was in France in 1784 when he also graduated from [[Emmanuel College, Cambridge]]. He obtained a Mastersmaster's degree from the same college in 1789. and in 1792 he first showedrevealed his artistcartistic skills when he publishedin ''‘AA History of Sudeley Castle''.<ref name ="odnb">{{cite DNB|wstitle=Willyams, Cooper|last=Willyams|first=Cooper|authorlink=Cooper Willyams}}</ref>

In 1793, he joinedenlisted [[HMSas Boyne|HMS ''Boyne'']]chaplain on the 24 November as chaplain{{HMS|Boyne}} for its journey to the [[West IndesIndies]]. In command were Lieutenant-generalGeneral Sir [[Charles Grey (which)|Charles Grey]] and Vice-admiral Admiral Sir [[John Jervis, 1st Earl of St Vincent|John Jervis]]. The crew were ravaged by [[yellow fever]] but the managed to get the French to surrender at [[Fort St. Charles (Guadaloupe)|Fort St. Charles]] in [[Guadeloupe]] in April of the following year.<ref name ="odnb"/>
 
Willyams became Chaplainchaplain to John Jervis, [[Earl St Vincent]] in 1797 and the following year he was chaplain of [[{{HMS |Swiftsure (|1787)|HMS ''Swiftsure'']] which was6}} captained by [[Benjamin Hallowell Carew]] who was part, of [[Horatio Nelson, 1st Viscount Nelson|Nelson]]'s squadron. In 1801 wehe married Elizabeth Rebecca Snell, and by 1806 he had an income of 10001,000 pounds, a year as he wasbeing appointed to both the rectoryrectories of [[Kingston|, Kent|Kingston]] and of [[Stourmouth]] (at least partially due to Earl St Vincent).
