The copyright for the video represented is likely owned by Microsoft. The image is a small portion of the work (a single frame). The video is already of rather low resolution. In the article Doom (video game), it is used to illustrate a statement in the article, that Bill Gates appeared in a promotional video for Doom95, a port of Doom to Windows and DirectX. It is not replaceable by a free-content image.

This image is a screenshot from a copyrighted video, and the copyright for it is most likely held by the individual or company which produced the video, and possibly also by any actors appearing in the screenshot.
