I cannot find any evidence that the 1830 version of the civil ensign, which royal symbols, is still in use today (http://www.presidencia.pt/?idc=44&idl=2). It seems like all pre-1910 (royal flags) are replaced by the new universal republican flag in 1910/1911 except for military ensigns. The current civil ensign or merchant flag is thus the same as the 'normal' national flag as used on land. This is also the situation as presented in wikipedia articles Flag of Portugal and List of Portuguese flags and here: Civil and merchant ensigns.

Because the civil ensign 'tag' is wrong, the wrong flags are e.g. shown on this overview Carnival Cruise Line#former fleet for Holiday and Celebration. The ships are built in the 1980s, several decades after 1910/1911, the discontinuation of the former flag, yet still the old flag is shown here.
