Comparing behavioural evidence is a common practice on the English Wikipedia with respect to editors abusively using multiple accounts or reviewing evidence with respect to harassment. I am sure there are many advantages to a more comprehensive system that relies on professionals to handle harassment and conduct related issues affecting our community, but that same community has made it clear that local governance from within our volunteer community is an essential priority for the project.
