The 2012 United States House of Representatives elections in Illinois will be held on Tuesday, November 6, 2012 to elect the 18 U.S. Representatives from the state, one from each of the state's 18 congressional districts, a loss of one seat following the 2010 United States Census. The elections will coincide with the elections of other federal and state offices, including a quadrennial presidential election. Primary elections will be held on March 20, 2012.[1]

Redistricting

A redistricting bill was introduced to the Illinois General Assembly by members of the Democratic Party in May 2011. Although Representatives are not required to live within their districts, the new map draws the homes of at least five Republican incumbents into districts where they will have to run against other Republicans, and others into districts which strongly favor Democrats. Republicans in the Illinois congressional delegation issued a statement reading "Under the cover of darkness, the Democrats in Springfield proposed a new Congressional map that was drawn without any input from Republicans or any consideration for the hours of testimony offered at public hearings this spring." The state is currently represented by 11 Republicans; however, there are expected to be only seven districts in which Republicans can run competitively.[2][3]

After an amendment which modified the 13th and 15th districts was passed with Republican support,[4][5] the new map was passed by the Illinois House of Representatives on May 30, 2011[6] and the Senate on May 31.[7] Governor Pat Quinn, a Democrat, signed the map into law on June 24. Republican members of the congressional delegation plan to mount a legal challenge.[8]

District 1

The 1st district, which has been represented by Democrat Bobby Rush since 1993, had seen a decline in population and so now extends into the Chicago suburbs and rural areas of Will County.[9] Jordan Sims, a political commentator for an online newspaper, will seek the Democratic nomination.[10]

District 2

Adam Kinzinger, who was first elected to represent the 11th district in 2010, now lives in the 2nd district, which has been represented by Democrat Jesse Jackson, Jr. since 1999.[9] Democrat Debbie Halvorson, who represented the 11th district from 2009 to 2011, has filed a statement of candidacy and may choose to run here, resulting in a primary against Jackson.[11]

District 3

The 3rd district, which has been represented by Democrat Dan Lipinski since 2005, now extends to Bridgeport, Chicago and Lockport, Will County.[9]

Insurance executive and health care activist John Atkinson was expected to challenge incumbent Lipinski, and raised over $535,000 in the first quarter of 2011,[12] but no longer lives in Lipinski's district. Atkinson had considered instead running in the 11th district,[9][13] but suspended his campaign on June 14, 2011.[14]

District 4

The 4th district, which has been represented by Democrat Luis Gutiérrez since 1993, extends to incorporate Gutiérrez's new home in Portage Park.[9]

District 5

The 5th district, which has been represented by Democrat Michael Quigley since 2009, was redrawn to include Wrigleyville, O'Hare International Airport and western Hinsdale, where the home of Republican U.S. Representative Judy Biggert, who has represented the 13th district since 1999, is located. Biggert may choose to challenge Quigley.[9]

District 6

The 6th district, which has been represented by Republican Peter Roskam since 2007, is one of two districts which are expected to remain strongly favorable to Republicans.[15]

District 8

Joe Walsh, a Republican who was first elected to represent the 8th district in 2010, no longer lives within its redrawn boundaries[9] and will instead run in the new 14th district.[16]

Businessmen Rich Evans and Andrew Palomo will seek the Republican nomination.[17] State representative David Harris,[18] and DuPage County assistant state attorney Rick Veenstra (who has formed an exploratory committee),[19] may also run.

Raja Krishnamoorthi, a former deputy state treasurer and unsuccessful candidate for Illinois Comptroller in 2010,[20] and Tammy Duckworth, a former official in the U.S. Department of Veterans Affairs and unsuccessful Democratic candidate for Illinois's 6th congressional district in 2006, will run for the Democratic nomination.[21] Melissa Bean, a Democrat who represented the 8th district from 2005 until 2011, said in April 2011 that she would not run in 2012,[22] and in June 2011 endorsed Krishnamoorthi's campaign.[23]

State senator Susan Garrett[28] and state representative Carol Sente,[29] both of whom are Democrats, will not run. Bob McKenzie, a lawyer, had planned to run for the Democratic nomination,[30] but withdrew from the race in July 2011.[31]

The newly-drawn 11th district includes the Democratic-leaning areas of Joliet and Aurora. Republican Adam Kinzinger, who was first elected to represent the 11th district in 2010, may seek re-election in the 11th district, or may alternatively run in the new 16th district.[32] Aurora alderman Richard Irvin, a Republican, plans to form an exploratory committee in order to run.[33] Manufacturing professional Chris Balkema[32] and U.S. Representatives Judy Biggert, who has represented the 13th district since 1999,[34] and Randy Hultgren, who has represented the 14th district since January 2011,[34] may also run for the Republican nomination. State senator Chris Lauzen, who had considered seeking the Republican nomination in the 11th district,[35] will instead run for Kane County Board Chairman.[36]

Former U.S. Representative Bill Foster, who represented the 14th district from 2008 until 2011;[37] James Hickey, the president of the Orland Fire District;[38] and former Aurora Township clerk Juan Thomas[39] will run for the Democratic nomination. Tom Weisner, the mayor of Aurora, may also run. State representative Linda Chapa LaVia and state senator Linda Holmes, both Democrats, have denied interest in running.[34] Insurance executive and health care activist John Atkinson, who had previously planned to challenge fellow Democrat Dan Lipinski in the 3rd district, had expressed interest in running in the 11th district, where his home is located;[9][13] but suspended his campaign on June 14, 2011.[14]

District 12

Democrat Jerry Costello has represented the 12th district since 1988. Theresa Kormos, a nurse from O'Fallon and unsuccessful primary candidate for the 12th district in 2010, will seek the Republican nomination to challenge Costello.[40] Jason Plummer, the 2010 nominee for Lieutenant Governor of Illinois, may also seek the Republican nomination.[41]

Hinsdale native and Republican Congresswoman Judy Biggert, who has represented the 13th district since 1999, no longer lives in the redrawn district.[9] However, Republican Tim Johnson, who has represented the 15th district since 2001, will run. Sam Spradlin, a truck driver, will challenge Johnson in the Republican primary.[42]

Physician David Gill,[43] retired school teacher James A. Gray,[44] and former state representative Jay Hoffman[45] will run for the Democratic nomination to challenge Johnson. Greene County State's Attorney Matt Goetten may also run for the Democratic nomination.[46] Democrat Debbie Halvorson, who represented the 11th district from 2009 until 2011 and may run in the 13th district in 2012, said in April 2011 that she was waiting to see the new boundaries before deciding whether to run for Congress again.[47][48] Democratic state senator Mike Frerichs,[49] labor lawyer Mark N. Lee[50] and Champaign County Board member Brendan McGinty[51] will not run.

Republicans Randy Hultgren[52] and Joe Walsh,[16] who were first elected to represent the 14th and 8th districts respectively in 2010, will seek the Republican nomination in the new 14th district.

Frank McClatchey, a former McHenry alderman and former chairman of the McHenry County Democratic Party, will seek the Democratic nomination.[53] Bill Foster, a Democrat who represented the 14th district from 2008 until 2011 is expected to run in the 11th district in 2012; however leaders in the Illinois General Assembly would prefer Foster to run in the 14th district, where his home is located.[13] State representative Jack Franks, who had been considering a bid, will not run.[54]

District 15

The home of Republican John Shimkus, who has represented the now-obsolete 19th district since 2003 and represented the 20th district (eliminated after redistricting following the 2000 Census) from 1997 until 2003, is located within the new 15th district, which includes eastern Madison County and southeastern Illinois. In an earlier draft of the map, Shimkus's home was drawn into the 13th district.[55]

District 16

Republican Adam Kinzinger, who has represented the 11th district since January 2011 but no longer lives within its boundaries, may instead challenge fellow Republican Donald Manzullo, who has represented the 16th district since 1993. Frank Gambino, the majority leader of the Winnebago County Board, had been expected to form an exploratory committee with the aim of seeking the 16th district seat;[56] however, he announced in September 2011 that he would instead run for the Illinois Senate.[57] The new 16th district has moved south to incorporate Livingston and Iroquois Counties and parts of Ford County.[58]

District 17

The 17th district was extended into Rock Island, Moline, Rockford, Peoria and Tazewell County, thereby making it more favorable to Democrats.[59] Republican Bobby Schilling, who has represented the district since January 2011, will run for re-election.[60]

Greg Aguilar, the director of multicultural services at Augustana College;[61] former state representative Mike Boland;[62] East Moline alderwoman Cheri Bustos;[63] Freeport mayor George Gaulrapp;[64] state senator Dave Koehler;[65] and Rock Island attorney Eric Reyes,[66] will seek the Democratic nomination. Former U.S. Representative Phil Hare, who represented the district from 2007 until 2011,[60] activist Porter McNeill,[63] and former Rock Island mayor Mark Schwiebert[67] will not run for the Democratic nomination.

District 18

The 18th district, which has been represented by Republican Aaron Schock since 2009, was extended into Bloomington-Normal and as far as the Mississippi River. Schock's hometown of Peoria will be split between the 17th and 18th districts.[59] The district is one of two which are expected to remain strongly favorable to Republicans.[15]
