Sadaaki Senda

Sadaaki Senda (September 9, 1836 - April 23, 1908) was the governor of Hiroshima Prefecture from 1880 to 1889. His most ambitious project was the construction of Ujina port (later to become Hiroshima Port), which cost the lives of thousands of peasants from the area.[1]
