Image is of an oil painting claimed to be in the public domain due to expired copyright on the basis of life of author + 100 years. Note that the stated author is "Artist Unknown" so that claim by itself seems unsupported. The second source link provided however has explicit credit for the image stating "Oil painting by Rear Adm J. W. Schmidt". Schmidt died in 1981.
