[roll] Roll fuchsia [idk][build][ffx] Update //sdk/categories:marker-* categories

* Remove markers for obsolete SDK categories "excluded" and
  "experimental" and references to them.
* Replace "marker-unknown" and "marker-internal" with
  "marker-not-in-idk", which more accurately reflects the cases where no
  SDK category or "internal" are specified.
