When a text is selected, it would be great to be able to make a comment for that text in section, like html comment, CSS, or others

If applicable, add mockups / screenshots to help present your vision of the feature

Just select the code and hit Ctrl-/: for line comment or Ctrl-Shift-/: for block comment.
Or if you want button then use the plugin mentioned by @peasneovoyager2banana2
