Description

When reviewing some PRs in devtools with a lot of visual parts, like it was in #62465, it is time consuming to evaluate proposed changes(if image or video is not attached at least), without running branch on your own PC.

Proposed solution

Create new github label "devtools:preview" which will be assigned to PR when needed to see changes.
It will run devtools:devserver on temporary environment, like it is done for "adev:preview".
