[no-uncalled-signals] Support template

The [no-uncalled-signals](https://github.com/angular-eslint/angular-eslint/blob/main/packages/eslint-plugin/docs/rules/no-uncalled-signals.md) rule is really nice. It prevents accidentally forgetting to call a signal in a condition.

This type of bug also occurs a lot in templates, so I would also expect a `no-uncalled-signals` rule in the templates package, but it does not exist yet.
