Describe the PR

This PR fixes the dropdown positioning handling fro other components that rely on it.
Currently these are <b-form-datepicker>, <b-form-timepicker> and <b-nav-item-dropdown>.

While at it, it also improves the documentation for popper-opts and links to the <b-dropdown> positioning section from the other components.

Closes #5700.
Closes #5630.

The PR fulfills these requirements:

  • It's submitted to the dev branch, not the master branch

  • It should address only one issue or feature. If adding multiple features or fixing a bug and adding a new feature, break them into separate PRs if at all possible.

  • The changes have not impacted the functionality of other components or directives
  • ARIA Accessibility has been taken into consideration (Does it affect screen reader users or keyboard only users? Clickable items should be in the tab index, etc.)

  • A convincing reason for adding this feature (to avoid wasting your time, it's best to open a suggestion issue first and wait for approval before working on it)

Looks like the calendar doesn't open when you click on the input field in <b-form-datepicker>, only opens if you click the icon directly.

Looks like it's happening on dev too, so doesn't look like it's introduced by this PR.
Is that a thing that was intentionally changed recently?

Good catch. The bug was introduced with the stopEvent() util in #5727.
Fixed it with this PR.
