Background

When the database becomes unreachable for an existing deployment, or some other error, the setup screen shows up.

A way to reproduce this is by adding/removing a license from the Ui. I was able to reliably reproduce this earlier, but now I am not for some reason

Proposed behavior

Show the proper error that is readable to users (e.g. "database is unreachable" or "migration in progress"
