When we were having github 429 issues, I hit this. I have an open PR to reproduce this with our test idp: #12365

Steps:

1. Run fake idp: go run ./scripts/testidp/main.go --device-flow --429=device
2. Run coderd with fake as external auth
3. Login to Coder
4. Try to connect the external auth Fake in the external auth setting

This will spin forever
