Template permissions does not work with user groups

**Problem**:
When I try to add a group to a template in: 
  `CODER_URL/templates/<template-name>/settings/permissions`
 , the permissions does not trickle down to the users in the group and they can't see the template in the the template list.
when I added each of them individually, they were able to see the template in their template list.
