Multi-org create template form

- [ ] Create Organization dropdown
- [ ] Disable organization dropdown if only 1 organization exists
- [ ] auto select first org
- [ ] Create Starting point options grid
- [ ] Remove create template button context menu
- [ ] Display enterprise pill next to organization dropdown if user does not have license for multi-org
- [ ] Update Empty Template view for multi-org
