Description

We had an Incident which caused new nodes not to pull sysbox image. So we had inform all developers that it is currently not possible to spawn new Workspaces.

As I create the new banner shows up as a preview on top of the page.

I was asked what has happend as the developer has not seen the banner before refreshing the page.

Expected

As soon the message gets activated it should be shown on all coder pages.
