There are several scenarios where a rate-limit can be reached which leaves to excessive retries. Context:

GitHub Rate Limit #14982 (root)
Do not try an validate Oauth tokens that are known to be invalid #15890 (unsolved)
chore: do not refresh tokens that have already failed refreshing #15608 (solved)
Internal ticket

GitHub has specific headers that we could use to better understand and adjust our request behavior
