Steps to Reproduce

Steps for server dev, but looks the same for server

1. Login as admin and create a template
2. Login as a Member User and try to create a workspace Click create workspace -> empty dropdowns list
3. As a user with only Member role try to create a template with a cli using known template name -> template by name: status code 403: forbidden on workspace create

Expected

Templates list is avaialble to be used for workspace s creation

Actual

Empty list of workspaces and get template by name: status code 403: forbidden on workspace create
