Bug: Frontend: Create new template page on UI displays endless loading indicator #1888

Steps to Reproduce
- Open coder installation with no templates as an Admin
- Open Templates page from menu ([app link]/templates/)
- Click on Create a template link (loads [app link]/templates/new)
Expected
Till page is implemented display a message that is not implemented, as loading indicator is confusing.
Actual
Loading indicator is displayed and nothing happens
