Acceptance Criteria
A new optional field is needed to allow template creators to add a text body description to summarize what is in the template. For now, this is something only needed to expose in the backend via the CLI.

In the future, this same field could be displayed in a UI.

+1 for description support. This would allow us to standardize template titles a bit more without removing important information.

Would the descriptions also show up in the coder templates init dialog?
