coder CLI in workspace requires login

Definition of Done

Like v1, user should not have to authenticate to the CLI in the workspace

Steps to reproduce

1. Create a docker workspace
2. Open terminal in workspace
3. Run coder ls
4. Note that you need to log in to Coder to see a list of workspaces
