The template detail page should list the template change history, including the username of the user that changed it and the date and time. Eventually we'll want to have diffs.

To clarify the requirements on this issue: Are we planning to show only template version history (who created the version and when) or also include template meta updates? The latter would require a new db table to store that audit information, the former just a new column to store the version creator.
