As an enterprise admin, I want to be able to disable my use of the Audit Log.

Definition of Done

• implement the Feature Toggle Page as designed
• the Feature Toggle page has a toggle for the Audit Log
• the Audit Log page and its nav link only show if it's licensed AND enabled
