There is a line on Templates page "Choose a template to create a new workspace, or manage templates from the CLI." that is displayed for users who has role = Owner. Templates Admin also has rights to manage templates but the second part of the line with the link to docs is not displayed for this role.

Steps:

1. Log in as Template Admin
2. Go to Templates page

Actual Result: "Choose a template to create a new workspace."

Expected Result: "Choose a template to create a new workspace, or manage templates from the CLI." since Template Admin can manage templates
