bug and feat: no help is shown if you just type `coder licenses` and `coder license` works even though `coder licenses` is the command.

1. if you type `coder license list` it works, but the `coder --help` says the command is `coder license`
2. if you type `coder licenses` it does nothing. help should be shown.
