As a user I want a top navigation bar so I can access global menus quickly.
As a company we want a top nav that adds branding, consistency and ease of navigation in our product to meet customer needs.

Port this as is for V2 Beta. But:
Note: the manage drop down is getting renamed to "Admin"
Note: the images tab in the nav will probably go away. Check with Presley or Grey on that.
