The dashboard should support an admin locking and unlocking workspaces.

When an admin requests to lock a workspace, the UI should also send a request to stop the workspace.

@sreya is manual locking on the table for this first pass or just unlocking?

@matifali Not to my knowledge - I don't believe we decided to include this in the first pass of workspace actions

There's a UI for unlocking a workspace.
