We will create a one-click setup for running scaletests of coder on big.cdr.dev. This template will be called scaletest-runner.

This will be implemented via a custom template (which will be added to this repo, coder/coder). It will be possible to tweak certain knobs, like number of workspaces and scaletest duration via template parameters.

This template will only allow a single workspace to be created by a single user and starting/stopping this workspace will be synonymous to starting a scaletest and cleaning up after it.
