It turns out that the update in #9570 was insufficient.
The commit that actually fixes this issue is in hashicorp/terraform-json@e8dddea and was committed after
v0.17.1.This is a terraform v1.5 feature and it seems this bug was present in
terraform-jsonsince support for it was added (plain struct vs slice): hashicorp/terraform-json@c597f9d
