Right now if there is a connection failure - for example, closing the laptop and moving from one network location to another - the desktop app just stays disconnected with an error: Internal Error: failed to start connection: get user: Get .... connection reset by peer.

Yeah, this error you saw is in-part due to the fact that we stop the VPN on sleep, and start it on wake. In your case it looks like you lost connection whilst it was in the middle of starting.
Once coder/internal#563 is resolved, we'll remove this logic, and the VPN will just stay enabled whilst you're without internet.
