Prebuilds are ONLY eligible for claiming when:

• the workspace is in a healthy state
• its agent is connected
• all blocking startup scripts have completed successfully

If we can determine that a prebuild is otherwise eligible besides from any one of these criteria, it would be nice to log somewhere why the prebuild was not considered eligible for debugging purposes.
