Create a dogfood template that will

• Start a bare-bones container (maybe coder.com/enterprise-base:ubuntu)
• Clones the coder/coder repo
• Runs a devcontainer from the devcontainer.json in the repository root (note: this will pull the oss-dogfood image instead of building it)
